Urza's Inferno follows the Pacific Old School rules with the following exceptions:
Deck Construction
Your deck may only contain basic Mountains, non-basic lands, artifacts, and mono-red cards originally printed in Alpha, Beta, Arabian Nights, Antiquities, Legends, The Dark, and Fallen Empires. Additionally, you may play no more than 4 artifact cards in your deck.
There are no restricted or banned cards in Urza's Inferno, unless you are not playing for ante (then the ante cards are banned, of course). Yes, that means you can play 4 Black Lotus or 4 Wheel of Fortune, if you really want.
Here's a Scryfall search link that shows you all of the legal cards: Legal Cards
Reprints with original frame and original art are fine, e.g. your 4th Edition Inferno is fine, but your 6th Edition Inferno is not.
There are no sideboards in Urza's Inferno.
Gameplay
Matches of Urza's Inferno usually consist of only a single game. You must play unsleeved, without a playmat.
Prior to starting each game, two additional steps must be performed by the players:
1. Play/Draw
Each player bids life by writing a non-negative integer down on a concealed sheet of paper. Both players then reveal their bid simultaneously. The highest bidder chooses whether to play or draw, but begins the game with a starting life total of 20 minus their bid. If both players reveal the same bid, they both begin the game at 10 life and play/draw is decided via die roll.
2. Mana Flare
Starting with the player going first, each player may elect to eat a spicy nugget (dino or vegan) — a portion of each nugget will have a dab of hot sauce ranging from medium spicy to very spicy. Each player who decides to eat a spicy nugget will begin the game with a "Mana Flare" Emblem in play that says:
Whenever this player taps a land for mana, that player adds one mana of any type that land produced.
The Emblem is permanent for the remainder of the game and cannot be destroyed, exiled, or targeted.
Errata for Ring of Ma'rûf

Artifact
{5}, Tap, Exile Ring of Ma’rûf: The next time you would draw a card this turn, instead choose a colorless or mono-red card you own from outside the game, and put it into your hand.
Note: this maybe be used to get any colorless or mono-red card you own from outside the game that would otherwise be legal for the game in which Ring of Ma’rûf is activated. You can get your 5th Black Lotus, but you can't get an ante card during a non-ante game or any other card that is illegal according to the deck building rules listed above.
