Urza's Transcendence follows the Pacific Old School rules with the following exceptions:
Deck Construction
Your deck may only contain basic Plains, non-basic lands, artifacts, and mono-white cards originally printed in Alpha, Beta, Arabian Nights, Antiquities, Legends, The Dark, and Fallen Empires. Additionally, you may play no more than 4 artifact cards in your deck.
There are no restricted or banned cards in Urza's Transcendence, unless you are not playing for ante (then the ante cards are banned, of course). Yes, that means you can play 4 Black Lotus or 4 Balance, if you really want.

Reprints with original frame and original art are fine, e.g. your 4th Edition Balance is fine, but your From the Vault Balance is not.
There are no sideboards in Urza's Transcendence.
Gameplay
Matches of Urza's Transcendence usually consist of only a single game. You must play unsleeved, without a playmat.
Both players start each game with a copy of "Urza's Transcendence" in play and at zero life.

Enchantment
Urza's Transcendence begins the game on the battlefield and you begin the game with zero life.
Indestructible.
You don't lose the game for having 0 or less life.
When you have 20 or more life, you lose the game.
Whenever you lose life, you gain 3 life for each 1 life you lost. (Damage dealt to you causes you to lose life.)

{5}, Tap, Exile Ring of Ma’rûf: The next time you would draw a card this turn, instead choose a colorless or mono-white card you own from outside the game, and put it into your hand.
Note: this may be be used to get any colorless or mono-white card you own from outside the game that would otherwise be legal for the game in which Ring of Ma’rûf is activated. You can get your 5th Black Lotus, but you can't get an ante card during a non-ante game or any other card that is illegal according to the deck building rules listed above.
